										<content:encoded><![CDATA[<p>KEITH KNOX, Los Angeles County Treasurer and Tax Collector, is in the process of mailing approximately 152,000 Notices of Delinquency (Notices) to Los Angeles County property owners who have not paid their Annual and/or Supplemental Secured Property Taxes in full for the 2022-23 tax year. The Notices include the attached insert which provides important information regarding payment options, the Department’s office location, and office hours. The taxes are delinquent and will default on Saturday, July 1, 2023. At that time, we will impose a $15 redemption fee and additional penalties of 1.5 percent per month on the defaulted taxes. We caution property owners that if residential or agricultural property remains tax defaulted for more than five years or commercial property or unimproved vacant residential lots for more than three years, we will sell the property at a public auction in accordance with State law. Mr. Knox advised, “As a result of this mailing, property owners may find it difficult to reach us on the telephone. They may obtain answers to the great majority of their questions, including how to request a copy of a property tax bill, obtain the amount due on any property, or find the tax payment history for the past three fiscal tax years on the Los Angeles County Property Tax Portal at propertytax.lacounty.gov. Property owners may also submit their inquiries at tc.lacounty.gov/public-inquiries or call the toll-free Property Tax Information Line at 1(888) 807-2111, where automated information is available 24 hours a day, 7 days a week.” Property owners can subscribe to receive property tax related emails from the Treasurer and Tax Collector regarding special notices and upcoming events, such as annual property tax deadline reminders, office location updates and other news. To subscribe, taxpayers may go to Email Notification Service at tc.lacounty.gov/eNotify.</p>

										<content:encoded><![CDATA[<p>SACRAMENTO – Californians impacted by winter storms are now eligible to claim a deduction for a disaster loss and will have more time to file their taxes.<br />
“Whether it’s more time to file your taxes or getting a deduction, this tax relief will support Californians who have been impacted by the ongoing storms battering the state,” said Governor Newsom. “California is working swiftly to get people back on their feet and help communities recover.”<br />
</p>
<h3><b>DISASTER AREAS</b></h3>
<p>Residents and businesses in Alameda, Colusa, Contra Costa, El Dorado, Fresno, Glenn, Humboldt, Kings, Lake, Los Angeles, Madera, Marin, Mariposa, Mendocino, Merced, Mono, Monterey, Napa, Orange, Placer, Riverside, Sacramento, San Benito, San Bernardino, San Diego, San Francisco, San Joaquin, San Luis Obispo, San Mateo, Santa Barbara, Santa Clara, Santa Cruz, Solano, Sonoma, Stanislaus, Sutter, Tehama, Tulare, Ventura, Yolo, and Yuba counties who have been affected by severe winter storms, flooding and mudslides are eligible for tax relief.<br />
</p>
<h3><b>CLAIMING DISASTER LOSSES</b></h3>
<p>Taxpayers affected by a presidentially declared disaster may claim a deduction for a disaster loss. Taxpayers may claim a disaster loss when filing either an original or amended tax year 2022 tax return.</p>
<p>When filing their return, taxpayers should write the name of the disaster in blue or black ink at the top of their tax return to alert FTB. If filing electronically, taxpayers should follow the software instructions to enter disaster information. If a taxpayer receives a late filing or payment penalty notice related to the postponement period, they should call the number on the notice to have the penalty abated.</p>

<p>Disaster victims can receive free copies of their state returns to replace those lost or damaged. To do so, they should use form FTB 3516 and write the name of the disaster in blue or black ink at the top of the request.</p>

<h3><b>TAX EXTENSION</b></h3>
<p>To help alleviate some of the stress many have endured during this trying period, the FTB has extended the filing and payment deadlines for individuals and businesses in California until May 15, 2023.</p>
<p>This relief applies to deadlines falling on or after January 8, 2023, and before May 15, 2023, including the 2022 individual income tax returns due on April 18 and the quarterly estimated tax payments, typically due on January 17, 2023 and April 18, 2023.</p>
<p>The <a href="https://www.irs.gov/newsroom/irs-california-storm-victims-qualify-for-tax-relief-april-18-deadline-other-dates-extended-to-may-15#:%7E:text=WASHINGTON%20%E2%80%94%20California%20storm%20victims%20now,Emergency%20Management%20Agency%20(FEMA)." target="_blank" rel="noopener noreferrer">IRS announced tax relief</a> for Californians affected by these winter storms. Taxpayers affected by these storms qualify for an extension to May 15, 2023 to file individual and business tax returns and make certain tax payments. This includes:</p>
<p>      • Individuals whose tax returns and payments are due on April 18, 2023.<br />
      • Quarterly estimated tax payments due January 17, 2023 and April 18, 2023.<br />
      • Business entities whose tax returns and payments are due on March 15, 2023</p>

<p>On November 3, 2020, California Residents passed Proposition 19 (2020) <em>The Home Protection for Seniors, Severely Disabled, Families, and Victims of Wildfire or Natural Disasters Ac</em>t. Proposition 19 allows homeowners who are over 55, disabled or victims of natural disasters to transfer their property tax base with them when they sell their home and purchase a new one. <strong><em>This constitutional amendment would also prevent people who inherit family properties from keeping the low property tax base unless they use the home as their primary residence and the market value is less than $1 million.  </em></strong></p>

<p style="text-align: justify;">I hope all is going well and you are staying safe and healthy. The global pandemic will have far reaching economic implications for landlords and tenants across the nation especially in the State of California. In efforts to curb the economic strain on landlords and property owners, our firm will be aggressively analyzing potential property tax savings opportunities for commercial and residential tax payers. Properties include multifamily apartment buildings; office buildings; commercial and industrial buildings; vacant land; single family residential homes, etc.</p>
<p style="text-align: justify;">Our firm for years has filed and successfully appealed cases before the Assessment Appeals Boards in the State of California especially in Los Angeles, Orange, Riverside, and San Bernardino Counties. My recommendation at this time is to provide us with a spreadsheet of properties and property tax bills that you believe will be in need of our review for potential property tax savings. If you are experiencing a reduction in rent receipts or projected rent receipts in compliance with the City Ordinance on rents due to the current health crisis, we will be able to help off-set the reduction in terms of reduced property taxes.</p>

If your current charge is in excess of $5,000, we could apply for reduced Sanitation Bill on your behalf. Some of our clients qualify for as much as 80% reduction in Sanitation Direct Assessment, depending on the property type and water consumption rate.</p>

										<content:encoded><![CDATA[<p style="text-align: justify;">California&#8217;s property tax laws allow the Assessor to adjust the assessed value of a property following destruction of real or personal property caused by a calamity or misfortune.</p>
<p style="text-align: justify;">To be eligible for disaster relief, a property must have suffered damage valued at $10,000 or more, and the owner must file a claim form with the Assessor within 12 months of the date of the calamity.</p>
<p style="text-align: justify;">There are slightly different rules that apply depending on whether the damage is caused by a widespread event that results in a Governor’s proclamation of disaster or by a specific misfortune such as flood, fire, or landslide.</p>
